You're right about needing an emulsifier, but I wouldn't recommend this  
approach for a lip product.  If lip balm contains an emulsifier, then it  will 
won't stay on lips where it's meant to be!   For this reason,  anhydrous products 
are best for lips.  There are lots of good products to  choose from that are 
oily or waxy. I plan to try using our new Cupuacu  Butter in a lip balm as 
soon as I have a chance.  
 
One of the parabens is approved for use in lip products, but I cannot  
remember which one.
