Yes, aloe like any plant is mostly water so you cannot use it in a  lip balm 
or other product unless you figure in a preservative.
Some folks  are using an aloe powder or an aloe butter, but I do not know  
how they are treated and therefore just how  natural they are - so I have not 
used them yet.
I  use lots of aloe in some of my soaps where I do not need to use a  
preservative.
I also use quite a bit of it fresh and always have several  plants around.
I wonder, if we dried some of our own organically  grown aloe - would that be 
safe to use in a lip balm... or can we not get it  dried enough to be safe ???

Hi Miranda and Diana,
The Aloe Vera plant contains watery components and wouldn't be suited to  use 
in an anhydrous lip balm.  There are many other oily and  waxy ingredient 
options that would work well in anhydrous lip  products.
 
Using fresh aloe or most any fresh botanical in any formula is risky  because 
of the probability of microbial issues.  It doesn't matter if it's  organic 
certified or not.  Organic certified doesn't mean that it will be  free of 
microbes.  Soap may be ok because of the alkaline pH.
