Does not migrate in an unattractive fashion on the lips
Imho - this requires a number of hours at the bench and meticulous note
taking initially and over the course of months, to see how the formulation
holds up over time. Not to mention the purchase of various ingredients
that may or may not be useful.
I can offer some avenues to explore:
Versagel seems to stay in place on the lips better than hydrogenated
polyisobutene alone in my (limited) experiments.
Oxides require dispersal methods a bit more elaborate than mixing with a
spoon.
How much money is this one customer willing to outlay to begin experiment
trials? She might have some excellent suggestions for benchmarks, but
acquiring them should be on your own terms at a pace you feel comfortable
with.

Subject: [CosmeticLab] Seeking Advice on Lip Balms
I make a lip balm that I think is moisturizing, has staying power and
gives a bit of gloss - it's not waxy. I have a customer that wants me
to "make them more juicy". I believe she means glossy. She wants them
to be more moisturizing as they live in a very cold, dry climate and
chapped lips are a big problem there.
I'm using a formula with beeswax, carnauba, jojoba, cocoa butter,
castor oil, a number of other vegetable oils and vitamin E. They are
in stick form so they need to be hard enough to hold up in application
and not melt at the first hint of heat.
Can anyone suggest some additional ingredients I can use to make them
a bit glossier on application, but not soften them up?
They would also like it to deposit a slight amount of sheer color. I
already use lip-safe mica for color but not enough to leave much, if
any, color behind. Will I need to use oxides to deposit any color? I'm
concerned about adding enough mica to make it strong enough to color
the lips because it might make it grainy. Ideas?
Lastly she would like me to make her a lip plumping product. I am
hesitant to do this because most of them use an irritant to produce
the plumping effect. I have used other products that are more long
term but she wants something like Lip Venom. Thoughts?
