soluble in oil or water, very seldom do we find something that is
soluble in both. If you dried the watery aloe from the plant it is
still a water soluble substance and will probably not dissolve in an
oil based lip balm. The only way to do it would be to use an
emulsifier. I don't know if that would make a nice balm or not. But
anytime you emulsify or use a water based substance you need to have
a preservative. Some are not safe for ingestion and should not be
used for lip balm. I would suggest reading more on ISP site:
www.ispcorp.com. I was just there and the site was acting weird
though. But they do have good information on all their preservatives
and a nice brochure you can download. Angie also has good infor on
her site (she must be enjoying her Thanksgiving weekend or she would
have jumped in). www.theherbarie.com. Its also a good idea then to
have an APC done on your product to see if it is safe as far as
microbes go.
