you know, I never even thought of emulsification in this context! (Duh!)
The lipstick formulations you have seen (and refer to below) can you send a link to any of them? or are they inferred from a finished products ingredient list?

I do not rule out the possibility of a stable lip balm with glycerin. I
have seen lipstick formulations that are emulsified but have not tried them.
I don't think that would fall into the category of lip balm formulation
