You've been using 4% of 2%. "Of" means "times", and "%" means "/100".
4/100 X 2/100 = 8/10,000
So you need 8 weights of powder in 10,000 weights total, which is 8 of
powder plus 9,992 of water. Practically speaking, you'll measure the liquid
by volume, so it's 8 grams of powder in a total of 10 liters. If you have a
fine enough balance, you can make 8 mg in 10 mL.
If the ratio is inconvenient for the amount you make at one time using the
equipment you have, then provided you can preserve it well enough it may be
convenient for you to make a concentrate of the hyaluronic acid and to use
some of that by volume over several times you make the final product.
