She does not need to give you the formulation but she does need to
provide you with an ingredient listing in descending order of
predominance which is required by law.
When you say that you skin color has lightened 2-3 tones am I to
assume that you are a woman of color. Could the product contain
hydroquinone? The issue of acne could be an indicator of the presence
of HQ. HQ is the only approved OTC active for skin lightening and it
is in the process of being delisted as approved. HQ has been shown to
cause cancer in certain lab species at the NTP. Additionally, there is
concern that people using products containing HQ may develop
ochronosis, a permanent discoloration of the skin manifested by hard
granular brownish-yellow specks embedded in the skin.
If the product contains HQ then she is probably in violation of the
Food and Drug laws pertaining to the marketing of OTC drugs and not
revealing the ingredient listing for the product is a definite
violation of the laws. Provide her with these facts and see if she
will at least provide you with the ingredient listing in descending
order of predominance.
