You can make a lotion bar from the about the same formula you would use 
for a lip balm.  I put them into a deodorant bar tube since I make them 
fairly soft so they apply easily.  People love them!
Perhaps you would vary the oils, butters or other ingredients, but the 
fromula is basically the same.  Most suppliers have good ones on their 
websites, but there is a basic on an Soapers Choice:

They have nice generic recipes there that allow lots of room for 
creating your own personal formula using them as a guideline. If you 
don't like the way it turns out, you can melt it back down and add a 
hard butter (such as cocoa butter) to harden or a little oil or soft 
butter to soften.
