This issue of glycerin or honey being added to a lip balm was also being
discussed in another group I'm on. I have always heard that lanolin will
"emulsify" honey or glycerin into an anhydrous product like lip balms, so yesterday
I tried it and it worked really well so far. I used 5% each lanolin and
glycerin. I melted the hard waxes, butters and oils first with the lanolin and
then added the glycerin, stirring by hand really well. So far, no separation
and I LOVE the feel of the balm.
I know this would not be an option for a vegan product, but if that's not an
issue, try lanolin.

We carry two polyglyceryl esters at The Herbarie - PlantaMulse (HLB 12) and
PlantaEm (HLB 7-8). They are pretty cool with interesting functionality for
creams, lotions, dispersible bath oil, etc. I've not tried using them in a
lipbalm, but they may work:
